Hello, I am trying to fix a computer for a friend after installing a new battery the thing worked until the battery discharged and after charging the battery in another machine to 100% it won't power on . The caps light flashes about every second for about ten times then a camera like sound from the harddrive and it shuts down.

Do the Voltage and Amperage figures on both chargers match that on the battery? If they don't multiply them out and see if they match - if you overcharged the battery you might have fried it.
