Power supply fan not working

After frustration from the BIOs screen not coming up on bootup I decided to crack open the case to asses the problem. The machine starts up fine and all connectors are connected. I noticed that immediately after bootup the fan on the power supply winds down and stops. I'm a rookie at this but I'm pretty sure it shouldn't stop, especially because all the other fans were running at full speed. Any ideas?

I have the Corsair AX850 which has the fan stop when under a certain power usage so there is a chance this is the same for you. Try stressing your cpu and gpu and see if the fan spins up then.

How would I do that?

Loading the most intensive game you have (bf3, metro 2033 or witcher 2 come to mind)
Otherwise download the trial version of aida64 which has a stress test that can do the cpu and gpu.
