PC power failure

i recently wiped my advent pc and when i inserted the restore cd and left the computer it turned itself off as i was leaving the room, i came back to it and turned it on and nothing much happened apart from a little smoke from the back of the pc, i now assume my psu is screwed so i open it up and i can see something that looks like melted plastic or a melted resistor or something and this must be where the smoke was from, (see photo) i assume this is what is wrong with my pc and i need to know if i can replace it with a higher rated wattage of psu without damaging the system. and should i just buy a psu myself and fit it (im capable of that just about) or take it to a specialist to do it incase something else has been damaged.

my pc is advent 3412 (spec here: http://www.uktsupport.co.uk/advent/pc/3412.htm) and the only thing i have done is change the dvd rom drive to a 16xdvdrw so i cant see this damaging the psu. anyone know of a good psu to use with my pc, its original is a 250w would i be able to use any wattage of psu as long as its atx and works with p4?

although that looks like melted resistor, I'm not sure. You should measure the resistance of that PSU to be sure that was the cause... I looks to me that inside that PSU was an short-circuit.
