Old graphic card

I'm upgrading my graphics card on my computer. I was wondering if I could give my father my old graphics card (power color radeon 5570 1 GB). He has a 230 or 250 W PSU.

I realized the minimum required for this graphics card is a 400 w PSU. So I may upgrade this for him. He has a Biostar A880G mother board. Athlon II x 250 3.0 ghz CPU. Will this work out fine? Any PSU recommendations..cheap.
