Which PCI-e video card that has 2x VGA outputs would perform equal to or better than the i3-2120 onboard graphics, for the lowest cost to me.

Check out the hierarchy chart, and you'll see just about anything is better than the Intel 3000 onboard graphics of the Sandy Bridge chips.

Just add a DVI to VGA adapter to get your second VGA port.
