External CD drive not working and then freezing the computer.

I'm trying to load Windows on to my PC and I'm using an external CD drive for it. When I put the disc in the drive does a repeating whir, sounding like there is a problem. I get past the BIOS screen and the computer brings me back to the 'Press del for BIOS' screen and I can't press delete or anything, the power button doesn't even work. What is happening?

By external CD drive, do you mean one that plugs through USB?

Yes disregard the other post, I was wondering if I could use a USB instead.

Is that the thing you select in the Bios to choose where to download?

It lets you select what you want to boot from. I think it's hard drive, CD/DVD Rom, USB and Floppy Drive are the choices but you may have something different.
