I know ur question is over a year old, but I know I can help. And this is the 1st ques. I came across which I wanted to really answer.

Firstly, you don't give a shit to what anyone say about ur PC. In our poor country owning a computer itself is big, let alone an HTPC.

Secondly, I had an almost similar computer a few years back. Tekken 3 is old (1997). I guess u dont have a graphics card, but internal VGA. Running tekken 3 has very little requirements. All you gotta do is config it properly.

Thirdly, U did not mention the emulator u r using (google emulator if u dont know.) I used ePSXe 1.6. In that, go to config video. Choose P.E Soft driver, or something like that.... I dont remember exactly. Choose your Fast (below) if u dont understand the terms. Or, if u do, u should know lower resolutions run faster. Hit and Try different options like stretching etc..

Fourthly, update your hardware(a new graphics card) ASAP, or u wont be able to run anything on that DABBA. Still I was able to run tekken 3 quite easily at over 120fps, 1024x768 res without an external graphics card. ;)
I am glad I could help.
