What is the most cheapest, easiest and stability in terms of operating system to network the two computers and shaw cable internet access? The new computer has Windows ME and the other has Win 98.

The cheapest way would be to use a proxy-client config. If that's 98SE you're talking about there, there shouldn't be any problem.
