Why is my computer boot looping?

My newly built custom computer is boot looping, but not the way most people might see it. From a cold boot my mother makes it to the post screen and then restarts. I am not able to select ny options for this screen however. Upon restarting after staying on this screen for a couple of seconds, (warm boot) it never makes it to the post screen and hangs with no restarting. I am not able to update the bios and have tried as much as i know to do, not as much as i would like. Any help would be appreciated, thanks.

Build:
Gigabyte z68 version 2.0
I7 3770
16 gb ram
No graphics card at the moment
Psu 500w
1 tb hdd

clear cmos (usually a jumper - see your owners manual)

remove the ram and any cards so that you just have the cpu and the motherboard in and boot up. You should get the beep code for 'no ram'

turn it off and install 1 stick of ram and boot up - is it still boot looping?
