The Generic Budget Trio i usually go by

I3-2120 + H61 asrock u3s3 173$
Rosewill CHallenger + Hive 550w 100$
WD Caviar Blue 500gb + 24x Asus dvd drive 80$

being 353$

OS will cost 96.48 if you buy the amazon Win 7 Home Premium

Total So far, 450$, with this budget, you will have to fit a monitor, gpu and ram which off the top of my head it would be something like this:

Monitor: ~120$ brand new for 21"+
Ram: 23$ for the g.skill ns 2x2gb

total: 593 before shipping. A cheap mouse and keyboard i would think would cost less than 10$ together so, 603$ before shipping which leaves the gpu decision on you. a low cost gpu would be like a 6670


Alternatively, you can either:
Change the U3S3 Mobo to a cheaper less efficient mobo to save $
Change the i3-2120 to a Pentium G 860(?) or a G630(?) [cant remember names]
Temporarily use the HD2000 Graphics on the i3-2120 till you can get a better gpu
Get a non 1920x1080 resolution monitor by going 20" or less
Buy Monitor or HDD used on amazon for 50-70$

if you really need to cut price

Changing the i3-2120 to a lower end Intel is probably a good idea.
A G860 performs good, but if you are really desperate to keep costs down you can go to a G530 which has pretty decent FPS in most games according to benchmarks.

A G530 is $50 on Newegg
