Those are just default clocks on the 560ti. Not familiar with the inno3d iteration of that card myself, but other 560tis are known to have a decent amount of overclocking headroom.

That 6870 is also stock-clocked, though I am not very familiar with the general overclocking potential of that card.

What is the difference between the 560 Ti and the 560 Ti OC ?

Generally, the performance % increases pretty close to the % of the OC. So, a 900 MHz clocked 560ti will be close to 10% faster than the stock-clocked 560ti for example.
