I saw some kepler GPU and some of them have PCIe 2.0? I thought it all was based to be PCIe 3.0... It also said that the PCIe 2.0 Kepler is based on Fermi than it's not a 28nm GPU and not kepler? I dont get it... I remember(forgot where buy few days ago) i saw a GTx 670 with other 5 GPU being an PCIe 2.0 instead of 3.0 and is based on Fermi...

You got something wrong. Currently, the only released kepler GPU is GTX 680. Secondly, their PCIe 3.0 will work only with Ivy Bridge. So it's PCIe 2.0 until Ivy bridge arrives. Anyway, it doesn't matter! GTX 680 would never saturate PCIe 2.0 x16 slot anyway :)

maybe he meant the mobile version of geforce 600 series. AFAIK the mobile parts was some fermi and some kepler. i read some where that some of the mobile version fermi in the 600 series was build on 28nm but i can't remember where i read that.

toshiba Qosmio X870 using GT670M and the gpu is based on fermi GF114

I know that and im not dumb -_-... I say this GTx 670 being an PCIe 2.0 instead of PCIe 3.0... I guess it must be the mobile version? lol... Few months ago, I saw these chart about kepler releasing PCIe 3.0 and 2.0 but im not really sure if it's actually any PCIe 2.0 coming out...
