Computer Fan turning on and off, it crashes when booting OS

Hello! Im very new to this thing. Please don't be too mean if I don't understand simple stuff.
I have started building this thing since two years ago. and I still have not solve the problem.

I have no idea what the problem is but heres what happens:

Right now it got worse I cannot load any OS it shuts off its self and sometimes when I switch it on nothing comes up on the screen but the CPU, Graphic card, PSU fans are turning off and on every second.

The Specs:
Motherboard - Asus P5E3
Corsair ddr3 1333 2GB x2 (vs2gb1333d3 g)
Q9550 core 2 quad 2.83ghz
ATI Radeon HD 4850 (HIS)
Windows vista SP1
Hiper Type R 580w

Ill be very happy if this system actually works.

  1. Form what it looks like in that video, it could be the powersupply, I would try a different PSU if you can, even if its only a 250watt, just to see if thats the problem. If it still does it, then it vary well could be a bad motherboard or video card, I have seen this happen with a bad video card as well.
  2. Do you know your BIOS version? It should be 1301 or higher.
