By a huge amount, yes.

Just don't expect to push insane resolutions / textures / AA because the limited RAM will hurt a bit (even the 1GB card will be hurtin' a bit)

But for 1080p, even with 768MB RAM it'll be much faster than a single 460 1GB

You can expect a 40-60% improvement in average frame rates depending on the game. Some games will do worse, some way better.

Also be prepared for the exta heat the second card will be dumping inside your PC. Make sure you have good ventilation via a side mounted fan or a top mounted exhaust, GTX 460's run pretty hot and they'll be dumping 100% of that heat into your box.
