Is a 450W Antec PSU enough juice for this setup with mild to mod OC??

Yes, your prcoessor will only use 166.4W; the motherboard, cpu cooler, hdd and ram use next to no power - so yes it will work. You haven't mentioned the gpu so I don't know how much power that will draw. If you don't have a gpu, yes you will be able to overclock the cpu pretty easily considering your psu is an 80 certified plus or something to that effect.
