I have a processor i5 2500k cooler stock, temperature idle is 36 Celsius and temperature in full load on intel burntest is 75 celsius. i want buy a cooler after market http://www.pcgarage.ro/coolere/thermalright/true-spirit-120/ for overclock to 4.5 ghz ...

think that is enough for 4.5 - 4.3 ghz?

i have limited buget only 30 euro. I do not have money!

Think that temperatures above can affect CPU ?

You will need a good cooler if you plan to reach that overclock

I have used the Cooler Master hyper 212 + or Evo and they are both good cooler for around $30 and if you want to run them a little cooler you can add another 120mm fan to it. With the Intel® Core™ i5-2500K you should be in good shape getting over 4GHz as long as you have good air flow in the case.
