Is my cpu bottlenecking my gpu?

My Specs:
CPU - I7-960 (3.3 )
GPU - XFX Black Edtion 6850 820/875 1100/1250
PSW - XFX 850w Silver Edtion
MOBO - Sabertooth X58
RAM - 8GB 7 7 7 21 1.5V
I would like to know if this cpu is holding back the gpu or is it the other way around?
Is this a balanced system?

This pc is for gaming surfing video playback in that order.
