For that price range you should probably get a PowerColor AX6790, which is only $104.99 after the $15 rebate on Newegg, but this power supply requires 150 Watts of power. If you don't have a powe supply powerful enough you could go for the new Radeon 7750 which is $109.99 but is not as powerful and it is still a little overpriced compared to the Radeon 6790.
Here is a comparison between the two: http://www.hwcompare.com/11739/radeon-hd-6790-vs-radeon-hd-7750/

Powercolor 6790: http://www.newegg.com/Product/Product.aspx?Item=N82E16814131397

HIS 7750: http://www.newegg.com/Product/Product.aspx?Item=N82E16814161403

EDIT: I calculated your specs on a Power Supply Calculator website and it says you need 359 W but 409 W is recommended, so your 450 W should work for the 6790 if your interested in it. I would also probly recommend you stretch your budget a bit and go for a Radeon 6850.

The 6790 and 6850 both require a 500w psu so with you already having a 450w psu your options are limited to the 6770 and lower. Granted a 6790 may work with a 450w psu if you have the required amps on the +12v rails but you will have to do some reasearch to find that out.

SAPPHIRE Flex 100328FLEX Radeon HD 6770 1GB GDDR5 PCI Express 2.1 x16 HDCP Ready CrossFireX Support Video Card
$129.99 and a $10 rebate makes it $119.99

SAPPHIRE 11202-00-20G Radeon HD 7750 1GB GDDR5 PCI Express 3.0 x16 HDCP Ready Video Card
$109.99

XFX HD-677X-ZNLC Radeon HD 6770 1GB 128-bit GDDR5 PCI Express 2.1 x16 HDCP Ready CrossFireX Support Video Card
$109.99 and a $10 rebate makes it $99.99

Of course these are at the top of your budget and there are cheaper less powerful cards that would be better than what you have now.

since you haven't mentioned how good (or bad) your psu is, this amd card might be suitable for you -

i wouldn't run a powerhog like fx4100 (or anything) on a no-name brand/zebronics/mercury/coolermaster low end psu. instead, something like corsair builder series cx 500 v2 or antec neo eco 520c or seasonic s12 ii 520.

other amd gfx card choices (depends on how good your psu is) -
6770

6670 gddr5 (it is quite psu friendly, but it's low performing too, compared to 7750)
