help with soundblaster 16

Hi everbody,
I have the following system:

Intel p233mHz MMX
Intel 430 TX motherboard
128 SDRAM
cd-rom
sound blaster 16
matrox millenium 2 mb
diamond monster II 8MB
win98 se

The problem is that my sound blaster 16 doesn't work in windows. I go to device manager, under settings, and its there. Under sound, video, and game controllers. Click on that and there is a yellow exclamation mark next to Creative sound blaster 16 plug and play. Click on that, and I get the following message."This device is either not present, not working properly, or does not have all the drivers installed". Well it is there, and I did reinstall the drivers. So what could it be. Anybody have any ideas?

Is it the plug 'n' Play or has it got about 30 jumpers on it.
If it's a P'n'P card take out of system remove the drivers and power up. then shut down and reinstall the card. Windows should now detect the card during powerup.
If it's a legacy card (pre P'n'P) then make sure that the IRQ (Default 5) is not used by another device.

Also, make sure that if it is PCI, that it is in slot #3. if this doesn't work, plus the instructions from the post above, you may have a defective card, motherboard or both.

If it works for you then don't fix it.
