Ok, so I built a new system about a week ago for a friend, and he is getting nothing but horrible FPS. He is playing at 1920x1080, with games such as MW3 and MW2, FSX, and Crysis 2. With these games he is getting around 7-8 FPS. Here are his specs:

CPU: AMD Phenom II X6 1045T OC'ed to 3.87Ghz
GPU: EVGA 550 Ti oc'ed a bit
Mobo: Don't know off the top of my head, but I know it is a biostar mobo.
Ram: 4gb DDR3 1333Mhz
PSU: Diablotek 675W 52A on 12v rail
OS: Windows 7 Ulitmate

I have tried everything I know from my computer IT career. I even called evga maybe thinking it was the gpu. They told me to run MSI Kombustor (funny how they told me to use another companies program, I know it is one of the best next to ATItool). Upon running it I immediately got results as high as 160 FPS at 1920x1080. I even ran Furmark, for about 2hrs, no problem. I am trying to not do a complete reinstall of the os, just saying. This is the first problem I am stumped on in my 5.5 years of building and repairing computer. I thank anyone in advance for helping me with this issue.

Ok so all drivers are update to date. All ocing is back to stock. Now about the psu, yes I know, but the build had a strick $500 limit. I test the games again and I am getting a better FPS but only by 4-5. So now I am recieving around 12-14 FPS. Still way less then my current build with a GTS 250 and AMD Athlon 620.
