Unless you're sure you don't need integrated graphics for diagnosing video card issues, get the i5-3570k. Only $7 more. Everything else is great, but the PSU is overkill. Either get an XFX 550W for $75 for one card or PCPC Silencer Mk 750W for two cards.

Best solution

I would suggest you get the i5 2500k instead. Their performance difference is very minimal. If your not set on it, get the the i5 3570k. You'll take advantage of PCI Express 3.0 for your GPU.

16Gb RAM is too much for gaming. The performance difference is only noticeable if you're doing things like video rendering and such.

I intend to overclock and figured I would get the i5-2550k because I didn't need a graphics card. However, as azeem40 mentioned, there could be a use for the integrated graphics card for trouble shooting.

Despite that though, I thought there were cooling issues with the IB chips. Would I still be able to get the OC performance out of the i5-3750k that I would out of an i5-25xxk?

You can still be able to achieve decent OC rates with IB. You have a very good CPU cooler in your build so it should be good. I've heard of people going up to 4.3 gHz with IB on air.

Alright cool. All other things being equal though, what kind of user experience difference would I get with an IB at 4.3 versus an SB at like 4.9?

SB would be better, but anything over 4.5 on SB will net you little fps gains, and at 4.5 ghz SB, IB will only need 4.2 to achieve similar performance; and at that OC, IB runs just like SB at 4.5 but with less heat.
