Radeon HD 6790 dxgkrnl.sys crash ; Help please.

Recently I had a computer built for me by iBUYPOWER.
I won't get into all the useless details, but it came with a Radeon HD 6790.
Now I ordered my computer without an OS because I had my own CD.
I booted everything up Windows 7 ultimate 64 bit, the display looked horrid. [because no drivers were installed I presumed]
So I began setting up my new computer, and installed the latest drivers for my card from the ATI website.
I rebooted, and the computer bluescreened.
So I used driversweeper, and reset it. I googled around a bit and installed the 11.5 drivers instead.
I rebooted, and the computer bluescreened again.
So once again, I reset the drivers, and went and downloaded another from the powercolor website itself, because that's the name on my card.
I came out with the same results. This is where I began to become frustrated.
I removed the card, checked for damage, inserted it again. Restarted.
I uninstalled windows 7 ultimate 64bit, reinstalled it, same issue.
I uninstalled it again, installed windows 7 32bit, which worked for maybe 10 minutes, the drivers appeared to have installed, my resolution was set to my monitor size, I thought it was just a 64 bit issue.
I went to watch a youtube video on Starcraft II: HotS and the screen started whacking out. It bluescreened.
I restarted, and it was back to the ugly display. Ever since then reinstalling in 32bit made no difference either.

I'm hoping someone here can give me some insight, a working driver, or something.
If worse comes and it's a broken card, I've had it with iBUYPOWER and their terrible services.

I installed the latest dx as said by another post, I also reinstalled the drivers for the card, now it shows a glitched screen for a split second, then blackscreens?

I tried to reboot again and got the same bluescreen dumb, even after updating?

So I plugged in my old Radeon x1050, without installing the newest drivers initially the color problem is fixed, maybe my new card is broken?
