CPU speed help

Basicly I just need a very quick answer to this question that is bothering me for several days now:
I OC'ed my CPU to 4.5GHz. Does that mean that every core (quad core CPU) is 4.5GHz and I need to multiplay that ammount by 4, so my entire CPU speed is 18 GHz, every core working together at max speed is 18GHz, or the entire CPU system is max 4.5 GHz and each one of the cores is 1.125GHz?

EACH core is working at 4.5Ghz, and no, that does NOT stack equaling a total CPU frequency of 18Ghz, it's 4.5Ghz PER core.

So if my computer is running an i5-3570K at 4.5GHz, that means every core is working at 4.5GHz, but why does it not stack?

Yes, each core is running at 4.5Ghz.

Think of it like a highway - Imagine there's a 4-lane highway that has a speed limit of 50MPH, you "overclocked" each lane so now the speed limit is 80MPH.

Each of the 4 highway lanes are now 80MPH instead of them becoming one big highway lane that totals out to 320MPH.
