Start Up Issue

Hey I built a PC for a friend of mine and for some reason when I push the button on the case it starts up then after like half a second turns off then turns on and starts up as usual. The fans do the same thing as the computer. Any ideas on what it could be. It only happens after a shut down. It works perfectly after its all booted
