Need help with new processor fan and power supply

Hello, i have an e machine 8320. i was wondering if anyone could help in find a quiet processor heat-sink fan and a quiet power supply because it sound like the computer is going to take off into the sky. The processor is an Intel r Pentium r 4 CPU 3.00ghz and my power supply is a Bestec ATX-300-12E Rev.: A2 ATX 300W PSU Power Supply.

This one has clips my own one uses screws
