OC Issues on MSI P67A-GD65 and 2500K

I built the above system and everything was fine for almost a year now.

I was able to immediately get it to run stable at 5.0 but went back down to 4.8 with better timings.

The Corsair H100 I had on the unit died about 3 months ago and would no longer sustain my overclock, which is how I intially noticed the issue.

Microcenter took forever to get another in stock but I was finally able to get one picked up and installed this weekend.

Now when I overclock to any speed via the BIOS the computer boots into windows and everything shows it still running at stock 3.3 speeds.

CPU-Z and MSI ControlCenter show it running at 3.3 no matter what I do.

If I reboot and go back into the BIOS it will still show whatever clock ratio I had set previously.

Nothing at all has changed on the system other than me using Corsair's H100 applied thermal grease instead of Artic Silver 5.

I have set the mobo back to default and it did not help.
