CPU temp to high

Hello, my cpu's temperature recently started going up to 50 °C and I could not see why, I tried using piriform speccy and discovered it was because the core multiplier was going up to x16 and staying there, I am not sure what could be causing this as I only have a few programs running, even when i shut them all down it still has no effect... Any advice?

    What heat sink/fan combo do you have?
    What motherboard do you have?

    What makes you think that an x16 multiplier is causing this problem?
    Which programs do you have running?
    Do you have any good reason to believe it is not related to a background program?
