Computer restarts when reaching "Starting Windows" screen.

When trying to install Windows 7 64-bit, my computer restarts after the "Starting Windows" screen.

All the parts have been recognized and show up in the BIOS.
I have also ran MEMTEST on the RAM and did not receive any errors.

Any ideas?
