Does Not Boot into Windows, Recovery Programs, Setup Disks,etc.....

Hi, I am curious as to why my desktop will not boot into Windows, Windows Setup, Recovery Disk, OEM Bios Recovery Disks, or anything. The computer stalls in the middle of doing those. All of the parts are compatible and the motherboard just arrived back from a RMA.

Intel Core i5 2500K
G-skill 8GB DDRIII-1333
XFX Radeon 6870 HD
OCZ SSD 120GB

First off, are you doing all of these operations off of the same optical drive, aka cd/dvd drive? If you are please try another drive or boot from a usb thumb drive to some linux distro or something similiar, verify its not a bad cd/dvd drive.

Also try running with just one stick of RAM at a time in case it's a memory issue...
