Specifications for am2 bus speed

Hello,
I have a am2 amd athalon 64x2 5800+ cpu. (model ADA5800IAA5DO). on cp-z it says the bus speed is 200, multiplier 15, core 3000 which is spec. yet my cpu says its maxed out and I'm using less than 1 Gb ram and pc has 2 in it.
I've got 4 Gb ram coming but that dosent look like the problem.
Any ideas on what to look at next?

That's an old CPU. You're not going to get much out of it in terms of performance with modern apps.
