Need Help--No Post, Video or HDD LED. Fans work.

I need help.

I am building a new computer.


The CPU and system fans come on, but there is NO POST, NO VIDEO, and NO HDD LED. (The HDD appears to be vibrating when the power is on.) I cannot tell whether the SSD is working.

Forgot to say, the spinnig hard drive is a Samsung 500GB drive.

Fans are powered.

The harddrives (both the mechanical and the SSD) seem to have power.

No video/No beeps.

Does this suggest that the Mobo is DOA?
