CPU Cooler: I'd suggest the Corsair H80, incase you're into overclocking and want results.
Memory: 12GB is an overkill, a 2x4GB kit would do(and save costs)
SSD: 256GB for what? buy a 120GB one instead and with the rest of the cash buy a Hard drive
PSU: I would recommend a different brand like Seasonic or Corsair as nekulturny suggested

Was specifically trying to overdo it a little on purpose in the hopes that this upgrade will last as long as my last 1. Spend a little more now so won’t have to later idea… My main concern is the CPU cooler, I plan on OCing the CPU to 4.0 maybe 4.2ish and I’m terribly afraid that a water cooler kit will nuke my new system. However didn’t want to gyhujick air cooling ether (all that weight can’t be good for a board). So am I good with the CPU Cooler Noctua NH-U12P SE2 54.4 CFM or am I being a retard about water cooling and go with the corsair H80?
 
No problem, I understand what you're trying to do in terms of overkill. I did the same with my PSU, (my system needs nowhere near 750 watts with a 550 TI). My system is set up to drop a Piledriver 8 core in it this winter when it comes out.

Even so, a Corsair TX850 would give you plenty of growing room for overclocking and a 2nd GTX 680, you could probably get away with a 750 model even. I base this on these figures:

Even 2 GTX 680s (this graph is how much the entire system is drawing at the wall, not just the video cards) the Corsair TX750 can take it an smile.

As far as overclocking the CPU, honestly if 4.2 is your highest goal you could handle that with something like a CoolerMaster 212 Evo or a Noctua like you're looking, a watercooler system is a nice toy but it really isn't necessary for your stated overclocking goals.

Go for the H80, even better, the H100, you'll spare yourself of any thermal issues with the CPU, and, reviews say that those coolers perform really well.
