Why doesnt my computer respond to keyboard

Hello, I have a Dell computer circa 2004 and suddenly the computer isn't responding to the keyboard or mouse. We have been doing "shutdowns" and replacing the mouse and keyboard. The CPU and monitor seems to be working, but the monitor tells me to enter control/alt/del. I am unable to enter anything!
