Is this a good build for $900? Specs:
CPU: i3-2120
GPU: XFX Radeon 6950
PSU: SeaSonic 620W power supply
MoBo: ASrock H61
HDD: 500GB seagate hard drive
Ram: G.Skill 4gb (2 x 2GB)
Case: Cooler Master Haf 912
Monitor: Acer 20"
DVD: ASUS DVD burner
OS: Windows 7 Home Premium

The Monitor is 1600 x 900 resolution.
 
No, for that amount of money you ought to at least be able to get a quad-core like i5-2500k, and a better motherboard than a bargain-basement H61.

I guess I just don't understand where the money is going. I mean, monitor and OS add some to your budget, but not enough to cripple you that much (you ARE buying the OEM version of Windows, right?). Excluding the monitor and OS, you ought to be able to get a solid i5-2500k build in the $700 range easily; I've come up with ones in the $550 range myself.
