Make sure uber sampling is turned off and your video card drivers are up to date.

I found the WinPower Plus for sale in England for 14.99 pounds, this is a very cheap power supply and may put your system at risk. The ad has it labeled at 450 Watts. I believe you need a new video card and a new power supply. If you put a new video card in there, it will be using more power than the GT430 and that could cause the power supply to fail.

Just so you know if the power supply fails, it can cause other components to fail including your motherboard, your new video card or your hard drive.

What is your budget, for a power supply and video card?

The Witcher 2 recommends a GTX260 with 1 Gb of Vram, which is older than your GT 430, but much faster, according to Tom's Hardware Graphics Card Hierarchy Chart, current cards which you can find are the GTX 460 or the GTX 560.

I have an HD5870 graphics card and my basic specs are good (i7-860@3.6GHz, 8GB DDR3, Win7 64bit)

I can run Witcher 2 on Medium/High roughly at about 30FPS.

I have lots of other games so I put Witcher 2 aside until I upgrade to a GTX680.

*While there is a wide range of quality settings I consider an HD6850 the minimum to have a reasonably enjoyable experience at 30FPS on Medium (roughly).

As photonboy points out, the GTX6xx series, is just coming out, and the only one so far is the GTX680 and that is $499.99 and is sold out. But the GTX 460 and GTX 560 are fine cards. (The GTX 560 is newer)

Ok, if the 430 works I am just going to assume a 7750 will (since the 430 takes up around 85 watts while the 7750 takes up around 75w at max, seeing as how it doesn't have an auxilary power connectors)

And it performs close to the 6850 in most games.

Tell us how much you can afford for a power supply and GPU.

I suppose that I would pay about £200-£250 but I don't have that much money at the moment.
