I am building a gaming PC. I do not know much about power supplies, so I was hoping someone could let me know if either of these would be a good choice. I have a pretty low budget, I won't be getting any PSUs over $60.
Would either of these work?

The specs for the rest of the PC are:
CPU: AMD Phenom II X4 965 BE
Mobo: MSI 970A-G46 AM3+ AMD 970
RAM: 8 gigs ddr3
HDD: 400 GB Caviar blue
Video card: Radeon HD 7770

Solution
I would go for this one with that tight of a budget,

Antec NEO ECO 520C 520W Continuous Power ATX12V v2.3 / EPS12V 80 PLUS Certified Active PFC Power Supply

that video card says you need 500W or better and if you run a Power supply at Max always they burn out fast, if you wanted to drop a little bit more you could get a much better power supply.

You don't need a 500w psu for a 7770. The xfx pro450 will be just fine for that build.
