Fans still running after Windows shutdown

I'm currently having a problem of my fans and psu still running after windows shutdown. The monitor would turn off but the fans, led lights, and the psu would still be running. If I hold the power button on the case, it would turn off. If I switched the switch on the psu, it would also turn off. What could be a possible fix for this?

Give us more specs: mainboard, psu, what windows version?

new build, old build, just started out of the blue for no reason, new psu? any new components at all?

Need more input.
