I'm looking to get my out-of-warranty 6310i's firmware updated to the
latest. I don't want to spend $365 for a box since I'm only going to
do this one phone. When I called Nokia, they gave me a couple service
centers, and I called both, and neither will do software upgrades for
me. They both said I have to send the phone in to Nokia.

I don't have that much time, I'm leaving for France soon, so sending
the phone to Nokia is out of the question. I need someone local.

Can anyone refer me to a shop that can upgrade my phone's firmware?

Some hint as to where you are might be useful!

I'd have thought the title would have given a clue - Bay Area usually
means San Francisco ;-)

Unless you're in Florida, where everyone now seems to call Tampa - St
Petersburg - Clearwater area 'the bay area' too.

(and perhaps other notable areas like Wisconsin)
