Gaming build with extremely tight budget

Here's the deal, my friend has about 300$ to spend, and he want to buy a new PC. He would get a console but, console gaming is almost non existent in our country, and there are close to none console games available to buy for consoles (and those which are available are usually around 100$ or more) and pretty much no one we know has owned or own or plans on owning a gaming console (everyone games on PC) so the consoles are not an option in this case.


Approximate Purchase Date: Tomorrow

Budget Range: 300-350 $

System Usage from Most to Least Important: Skyrim, Surfing the web, movie watching and work in Yoyo gamemaker
Parts Not Required: keyboard, mouse, monitor, speakers, OS, HDD, Case, CD/DVD Burner, and an aftermarket cooler if OC'ing (he currently has Hyper TX3 EVO).

Preferred Website(s) for Parts: Well this is the website of the store from where he is buying http://www.winwin.rs/ , the pricing is in dinars, which is serbian money (for example, 50$ should be around 3.5-4k dinars, hope this is helpful)

Country: Serbia

Parts Preferences: just the best price-performance ratio parts

Overclocking: Yes if possible

SLI or Crossfire: nope

Monitor Resolution: 1280x720

Additional Comments: This PC must be capable of running Skyrim @ 1280x720 on Medium settings.
His current CPU is Phenom 9500 Quad overclocked to 2.5 GHz, so is there anything in 50-70$ range that would be worth buying over that CPU or should he just keep that one?
