AMD only option for IDE support on budget build?

Hello,

I am helping a friend upgrade his ancient computer, which consists of an Athlon 64 Single Core and 1GB PC133. He is on a tight budget so I am looking for the lowest price upgrade. Only four components are needed: CPU, Mobo, RAM, PSU.

1DVDROM (IDE) and a 750GB HD (IDE) will be used. I am not sure if I can use a PCI IDE card for a boot hard drive. Here are the parts I found with a motherboard with onboard IDE:

Any suggestions to get the build price down even more while maintaining IDE support? Also I know Thermaltake PSU aren't great, not sure if there are alternatives that are cheaper/better.
