I was thinking to buy Windows 7 Home Premium ($169) for a potential new build.

The O/S was always included in the price for the Dell systems I have bought the last 20 years, so I am not really familiar with buying an operating system. I always added Microsoft Office and an antivirus program (e.g., McAfee) but never had to select the operating system. I was kind of surprised the Windows 7 was close to $200. That a decent cost add to a home build.

I am not entirely sure on that to be honest, I mean I guess if you formatted the hard disk, but then you'd lose all your stuff.

Oh, and another reason: The more expensive one comes with 32 and 64 bit, so if your PC is a shithole running XP but you want windows 7, you can use 32 bit. + they give you live customer support or something

Thanks, if I do the build, I will go with this.

Maybe a moot point, but I am not sure why they would label the other one "Home" if it is more for businesses. Also, if you wanted to upgrade an existing operating system, could you just uninstall the existing operating system and install this one for $99, or would that be too complicated.
