Psu cable problem

Hello. So today today I decided to clean out my pc from all the dust. I came to put it back and i noticed the wire that plugs in to the wall and the psu was burnt out. I picked it up and it just broke like it was plastic. Here is a picture.

Everytime I game with it i would always smell something weird.

I didnt realize what the smell was coming from until I saw this.

Should I change my psu or was it a bad wall outlet?

Also My psu is located on the bottom of my case which I had on my carpet.

Just get a new power supply power cord that is rated at or above for the input rating of the power supply, any local computer store should have what you need.
