Block Clock Changes/Settings

Is there a program, or a way to prevent users from changing their clock
settings. We have time stamp sensitive software and people changing the time
to China or russia.

Someone changed the privledge allowing them too. Users cannot change the time. Use liocal security policy to remove this permisiioon from users.
