How can i get more out of my HD7870?(not working properly)

Hi i have a AMD Gigabyte oc'd HD7870 and was wondering if it is performing at the normal level.
GTA4 runs at 20-30 fps on everything maxed(drops -20 sometimes)
BF3 runs at 30-50 fps on ultra 1920x1080(drops to 20 somtimes)
Skyrim runs at 40-70 fps on ultra(sometimes drops to 30 :/)

Just by looking at the benchmarks for these games i feel like mine isn't working as well. http://www.tomshardware.com/reviews/radeon-hd-7870-review-benchmark,3148-11.html

Here is my other specs(i changed my page file size to 11k) PSU is 650W

If there is ANYTHING i left out please let me know.

Please someone help me find out if my HD7870 is running at its prime. btw my gpu clock is 1100mhz and memory clock is 1200mhz.

For getting that perfomance your CPU, ram, motherboard should be able to handle that.
The way u say it i am sure it is your CPU, can you please give your complete PC specs.

Is windows 7 really that big of a upgrade? And i said i changed my page file to 11gb. I'm gonna lower it a bit more. I reach 5gb+ in page file sometimes so maybe 7gb will be good? And yes i have Catalyst 12.3 . I check every week for new drivers

Ok. I plan on switching to windows7 soon hopefully. Is 7gb good for my page sile fize? I'm not good at any of this lol.

???? I did that and it gave 22gb of page file.. I would never touch my page file unless people told me the system managed 22gb is too much.
