Cpu will not heat up what do i do

respected sir i have same problem in dell gx 620 no beep without ram cpu will not heat up same problem in 3 machines i have change the cpu ram but problem is still in the mother board no burn particles...its pentium D or prntium 4 ht...plz tell me what should i do...
