it'd be problematic to run an asus gtx 550ti on a zebronics psu. what's worse, 550ti uses more power than a radeon hd 6850. so no, it would not be fine to use the zebronics psu.
400w... what brand, model number? what about your pc's case, cpu, motherboard and others? you never answered any of the other questions.
the psu supplies power to every component in your pc, it is a vital piece of hardware. if it is a low end no-name brand, it will not be able to properly power your new, power hungry graphics card. it may cause system instability and in worst case, component damage.
the xfx 6850 card i linked is more power efficient than 550ti and more powerful than 550ti and 6790. looks like it's cheaper than the sapphire 6790. this is sapphire's 6850:

since you don't mention a model or brand, i assume you have a low end generic power supply. if you want to add a new graphics card to your pc, you [strike]should[/strike] have to upgrade your power supply first. that way, you'll be ensuring proper power delivery to the new gfx card. with a radeon hd 6850 1gb, you can use a corsair cx 500 v2 power supply or seasonic s12ii 520 w psu. if you're short on budget,you can drop down to a radeon hd 6770/6790. at your resolution (1360x768) both 6770/6790 and 6850 would deliver good fps.
if you have a pcie addon card attached, move it to the last slot if you can, because the cards i linked are dual slot variant i.e. they occupy two slots.
