Computer for Final Fantasy XIV

Hello everyone, I am currently looking to purchase a new computer to play Final Fantasy XIV. I was thinking about going with this route...

A already built system with a touchscreen monitor (I'm thinking ahead for Windows 8)

Or this desktop, but I'll have to buy everything separate,... and I looked at touch screen monitors that are 24' and bigger but they're all over 1,000...

Someone told me that I should just make my own, but I don't know a thing about purchasing parts, or building it (he would help me assemble it), so if anyone could offer some tips or suggestions as to what I should do that would be great. I would love to run this game at the full setting.
