Changing a phone's IMEI is illegal, punishable by upto five years in
prison.

Forget it.

Nokia's new DCT4 range of handsets remains un beaten with regards to
changing the IMEI. This is largely down to the type of memory used to
store the IMEI number. Nokia have chosen to use OTP (one time
programmable) memory, which by its very name indicates that data cant be
over written. (unless you change the UEM/memory chip - technically this
is out of the realms of most criminals!)

Why do you want to change the IMEI..? I can only think of one reason and
it's illegal. So is changing the IMEI, at least here in the UK.

I just wonder, 3 blocks their SIM in other handsets then those from 3,
if I change IMEI of non-three handset to one I have with three SIM, will
that handset work with three SIM?

Yes, probably. However, you'll also be setting yourself up for five years
in prison and a potentially unlimited fine if you get caught. Is it really
worth it?

when a phone is a recovered lost phone but is for some reason still blocked
out by the UK Networks, surely there is that reason
where changing the IMEI might be valid.

you would get 5 years for aquiring or handling mutiple stolen phones and
reseting them by altering there numbers,
but an individual messing about with the odd phone?

It would make more sense for the blocking network to unblock the
existing IMEI. Many more modern phones include technical measures to
prevent the IMEI being re-programmed so it's largely academic.

In many cases the "lost" phone will have been subject to an insurance
claim and is no longer the property of the original owner nor is
theirs to sell so it shouldn't find it's way back into the
marketplace.

......is bound by exactly the same laws and potential penalties.

Nope.

Many phones that are "lost" are subject to an insurance claim. In this case
if the phone is recovered it will be the property of the insurance company
that paid out on the claim. If the phone is not subject to a claim, and
ownership can be proven, then you should be able to get it unbarred.
