So this build is above 800 right now, but it frequently drops below based on the graphs. Since you're buying this summer, you can just sit and wait for the price to decrease:
PCPartPicker part list / Price breakdown by merchant / Benchmarks

CPU: Intel Core i5-2500K 3.3GHz Quad-Core Processor ($169.99 @ Microcenter)
CPU Cooler: Cooler Master Hyper 212 Plus 76.8 CFM Sleeve Bearing CPU Cooler ($19.99 @ Newegg)
Motherboard: ASRock Z68 PRO3 GEN3 ATX LGA1155 Motherboard ($104.99 @ Newegg)
Memory: G.Skill Ripjaws Series 8GB (2 x 4GB) DDR3-1600 Memory ($46.99 @ Newegg)
Hard Drive: Samsung Spinpoint F3 1TB 3.5" 7200RPM Internal Hard Drive ($109.99 @ Newegg)
Video Card: Asus Radeon HD 7850 2GB Video Card ($249.99 @ Amazon)
Case: Cooler Master HAF 912 ATX Mid Tower Case ($52.99 @ SuperBiiz)
Power Supply: Corsair 600W ATX12V Power Supply ($59.99 @ Newegg)
Total: $814.92
(Prices include shipping and discounts when available.)

just to be sure, do you need OS?

I should also ask if you have a local nearby microcenter, or else the build above is void

the 3rd thing is, you should never asked for a build this many weeks in advance, sales go and come by. if you had bought it now, for instance i would redirect you to the gtx 560ti/hd 6950 sale. but if i were to build it right now, something like this would work

1tb Seagate Baracuda 1tb
EVGA Gtx 560 SC
Hyper 212+ EVO
Rosewill Hive 650w+ Challenger case
Asrock Pro3gen3 Z68 + 2x4gb Corsair Vengeance
I5-2500k + Sony drive

Total with shipping: 784.75. I would easily pump more into gpu with what i left over. if you need OS, then i have alot of cutting to do. BUT i will not do it now since you are asking for the build way to early. Computer parts easily change price and disappear over time.

Add $20 if you don't live by a Microcenter. Forgot about that.

Umm... dudwitbow, how can you give him a 560??? The 560Ti was supposed to compete with the 7850 (actually, the other way around) and LOST. The 7850 is WAY better. However, do look for combos. The main source of savings there is the GPU... that's why it costs less.

PLEASE, PLEASE, PLEEEASE do not buy ahead of build time. ALWAYS buy right before you're ready to build so that if you have a bad part, then you have time to return it. If your parts just sit there for a month and you find out one is bad, the RMA process may not be valid.

I gave him a 560 because i didnt want to push his budget post shipping. the last thing when i would hate to see is somthing that over budgets a build after setting an upper limit already. as his lower limit was 750
