when changing icons in windows XP under the customise tab in properties there
is no option to 'apply to all subfolders' as there is for the template for
the folder.

Also it is not possible to group together a selection of folders for a
batch like changing of the icons.

Why is this?

You cannot change the icons for all file types at once. That would
also not mak a sense, because the icons are for to distinguish file
types.
